At the conclusion of each stage of the Neighbourhood Plan process, a Public Open House has been held. Background information and summaries of the work completed to that stage are presented at these events. The Open Houses provide all interested parties with an opportunity to review the work-in-progress and to provide input and comment. Check this website regularly to stay up-to-date on Neighbourhood Plan processes.

On June 19, 2006 Coquitlam Council gave first reading to Bylaw No. 3763, 2006 (Smiling Creek Neighbourhood Plan) and referred the Bylaw to Public Hearing. If adopted Bylaw No. 3763, 2006 would amend the City of Coquitlam Citywide Official Community Plan (CWOCP) Bylaw No. 3479, 2001 by:

Adding provisions for the Smiling Creek Neighbourhood Plan to Chapter 11 (Northeast Coquitlam Area Plan) of the CWOCP;
Providing more detailed land use designations for properties located in the Smiling Creek Neighbourhood Plan area; and
Making a series of consequential amendments to the CWOCP to support the proposed neighbourhood plan.

Public Open House - Smiling Creek Neighbourhood Plan - March 8

A revised version of the Preferred Land Use Concept Plan for the Draft - Smiling Creek Neighbourhood Plan Area is illustrated on the accompanying map. The land use concept plan forms the base for future land use decision making as well as the provision of future municipal services. This plan is based in large part on the land use concept plan that was presented to the public in October 2005. Please note the Streamside Protection Areas shown on this drawing are subject to change per Council’s direction of February 20, 2006.

Neighbourhood Working Group

In keeping with Council's approved consultation process for the Neighbourhood Plan work, a Neighbourhood Working Group has been formed for Smiling Creek area. Before the planning process began, landowners in the NP areas were canvassed; the Working Groups are made up of people who expressed an interest and were committed to attending the regular meetings. A representative of the Northeast Coquitlam Ratepayers' Association also sits on the Working Group.

The Working Groups assist the planning team by providing detailed, firsthand knowledge of the area. In small, hands-on sessions, the Working Groups reviews some of the detailed aspects of the neighbourhood plan work as it proceeds. This helps to ensure that any proposals that are advanced to the public are realistic and reasonably feasible.
