The following is a collection of the 15 most commonly requested bylaws:
Animal Control Bylaw
The Animal Control Bylaw regulates animals in the City of Coquitlam. In particular the Bylaw provides for the basic care residents of Coquitlam are required to provide for their pets, the requirements to licence dogs, the requirements to spay or neuter cats that are permitted to roam outside and the requirement to leash and clean up after your dog when in public places. The Bylaw also regulates the operation of the Coquitlam Animal Shelter.
Building Bylaw
The Building Bylaw regulates the construction, alteration, repair, demolition or moving of buildings and pools and the installation, alteration or repair of plumbing, heating and gas systems in the City of Coquitlam.
Boulevard Maintenance Bylaw
The Boulevard Maintenance Bylaw regulates the construction and maintenance of boulevards in the City of Coquitlam. Common boulevard maintenance issues include snow and ice removal, rubbish removal and private highway maintenance.
Conservation Bylaw
The Conservation Bylaw regulates the deposition and removal of soil on lands within the City of Coquitlam. The Bylaw provides information on soils permits, including conditions for applying for permits, issuance and renewal of permits and the suspension or revocation of permits.
Development Cost Charges Bylaw
The Development Cost Charges Bylaw (DCC's) provides for funds that are necessary to assist the City to pay the capital costs of providing, constructing altering or expanding highway facilities and providing park land and improving park land to service. The Bylaw outlines when DCC's are applicable and where they are exempt, how DCC's are calculated and the payment procedure for DCC's.
False Alarm Bylaw
The False Alarm Bylaw regulates False Security Alarms. It covers owner responsibilities for their alarms, procedures for the collection of false alarm fees, other general penalty provisions and how to make appeals.
Financial Plan Bylaw
The Financial Planning Bylaw adopts the Five-Year Financial Plan. The Local Government Act requires that every municipality annually adopt such a plan by bylaw, prior to the adoption of the annual property tax bylaw.
Noise Regulation Bylaw
The Noise Regulation Bylaw regulates noise within the City of Coquitlam. The Bylaw outlines general noise regulations for public and private property. It also outlines regulations for construction hours in the City and sets out penalties for the violation of noise regulations.
Parking Management Bylaw
The Parking Management Bylaw provides for a Parking Management Program for Town Centre in Coquitlam. The bylaw covers parking fees in the City, closure of parking lots and other rules and regulations related to parking in the Town Centre area.
Sign Bylaw
The Sign Bylaw establishes specific requirements for the placement of signs and other advertising devices on private and public property. The main purposes of the Sign Bylaw are to address the overall appearance of the City from a signage viewpoint and to ensure the structural safety of signs. Street and Traffic Bylaw
The Street and Traffic Bylaw regulates traffic and the street use in the City of Coquitlam. Common issues regulated in this Bylaw relate to pedestrians, stopping and parking on streets, road limitations, speed limits, snow clearance, traffic regulations and large vehicle regulations.
Business License Bylaw
The Trades and Licencing Bylaw provides for the licencing and regulating of business. This bylaw outlines license fees for: Professional, Financial, General Services/Sales, Personal Service, Entertainment, Education and Training, Seasonal, Contractors, Food Related and Residential businesses in the City.
Tree Management Bylaw
The Tree Management Bylaw enables the conservation, removal and replacement of trees throughout the City. The Bylaw was developed to preserve trees, regulate the cutting and removal of trees, require the replacement of trees cut down; and allow for enforcement in these matters. Unsightly Premises Bylaw
The Unsightly Premises Bylaw prevents unsightliness on real property in the City of Coquitlam. This bylaw covers issues such as rubbish in open places, unsightly real property, graffiti, right of entry and non-compliance rules and offences.
Zoning Bylaw
The Zoning Bylaw regulates the development of land in the City of Coquitlam. In particular, the Bylaw details the uses to which land in the City may be put.
