Updated Bylaw Limits Construction Noise

COQUITLAM, BC, July ​11, 2017 – Coquitlam residents who live near construction sites can now enjoy more quiet time at home, following changes to the City’s noise bylaw.

Reduced evening and weekend construction hours and an expansion of the ban on for-profit construction on Sundays and holidays are among the changes to Bylaw #1233, 1982 – the City’s response to recent increases in construction-related noise complaints from residents.

Adopted in June 2017, the bylaw places the following limits on construction noise:

  • Construction noise Monday to Friday is limited to 7 a.m. to 8 p.m. (previously permitted to 10 p.m.).
  • Construction noise on Saturdays is limited to 9 a.m. to 6 p.m. (previously permitted from 7 a.m. to 10 p.m.).
  • Not-for-profit construction noise is permitted on Sundays or holidays. This now includes both professional builders and owners constructing new homes through an Owner-Builder Authorization from BC Housing’s Licensing and Consumer Services.

The following regulation, adopted in June 2014, also remains in place:

  • Construction noise for non-profit projects (such as a homeowner building a deck) on Sundays and holidays is limited to 9 a.m. to 6 p.m.

The restrictions only relate to loud work that is a nuisance to neighbours. Construction activities that take place quietly indoors and don’t disturb neighbours, such as painting or electrical installations, are permitted at any time.

The changes to the bylaw augment the City’s previous efforts to address the impacts of its significant and ongoing growth, included hiring a new Construction Site Officer, and creating a Good Neighbour Construction webpage ( and handout that encourage builders to respect the neighbourhoods in which they are working.

The City reviewed other noise bylaws in the region and consulted with the local building community before making the changes.
