Burquitlam-Lougheed Neighbourhood Plan Update

Plan Update Status

On May 1, 2017, Coquitlam Council gave first reading to the Burquitlam-Lougheed Neighbourhood Plan (BLNP) that will guide growth in the neighbourhoods near North and Clarke Roads over the next 20 to 25 years. The plan envisions walkable, complete and transit-oriented neighbourhoods that feature a mix of housing types and access to shopping, jobs and amenities.

The plan embodies the priorities and values of the area’s approximately 20,000 residents and 370 businesses, captured in an extensive consultation process that included seven open houses, three online surveys, a public advisory group, stakeholder meetings, a website, video, social media, direct mail and other outreach.  In all, there were more than 4,700 face-to-face contacts, submissions, letters and meeting attendance.

Throughout the plan development, the overarching intent has been to maintain the quality of life of existing residents while managing growth and change. Up to 9,000-10,000 new homes are anticipated in the area over the next 20 to 25 years, roughly a doubling of the current homes.  The plan identifies the infrastructure, services and facilities necessary to support the anticipated growth, while calling for a mix of housing types. Higher-density high-rise development will be centred around the SkyTrain stations and along the North Road transit corridor, giving way to medium-density homes (such as townhouses, row homes and 4-plexes) and single-family homes further away.

Next Step: Public Hearing – June 26, 2017  

Area residents, businesses and stakeholders will have one more opportunity to comment on the draft plan and the related bylaw changes at the Public Hearing on June 26, 2017 7:00 p.m. in the Council Chambers, located at City Hall, 3000 Guildford Way, Coquitlam. Public Hearings are open to all members of the public. If you believe that you are affected by a proposed land use application, you may make a presentation at, or submit written comments at or prior to, a scheduled Public Hearing.  A five minute time limit is in effect for people who wish to speak at a Public Hearing.  A further five minutes is permitted to those wishing to speak a second time on new information, provided that all members of the public who are present have had an opportunity to speak once.

You can register in advance to speak at a Public Hearing by calling the City Clerk’s Office at 604-927-3010.  Please note, names will not be added to the list after 4:00 p.m. on the day of the hearing. Everyone who wants to speak at the hearing will be given an opportunity, but those who have registered in advance will be allowed to speak prior to the floor being opened to all others in attendance.

Draft BLNP - How We Got Here

The draft BLNP builds on key learnings from previous neighbourhood planning processes, and includes new policy directions that recognize the influence of the Evergreen Line on shaping future growth, provide improved land use certainty within Burquitlam-Lougheed neighbourhoods, and include land uses that accommodate a range of development forms and residential types that transition out from the Evergreen Line. 

A key Plan enhancement involves more robust urban design policy (Section 4) to ensure new development has a high-degree of architectural excellence that recognizes/capitalizes on ‘landmark’ sites, is walkable and transit supportive, and enhances neighbourhood character with active ground-floors, human-scale design and public open spaces and plazas.
