The City laid important groundwork for the Evergreen Line over 14 years ago when it adopted the Lougheed and Burquitlam Neighbourhood Plans (adopted 2002), which focus apartments, shops, office, and public space around planned SkyTrain stations. In 2012, the City also developed the Transit-Oriented Development Strategy (TDS) to respond to a changing housing market, guide new growth and support future Neighbourhood Plan updates.
The City is now taking a closer look at the Burquitlam and Lougheed Plans, as we want to ensure these neighbourhoods evolve in a way that reflects community needs and builds on the opportunities presented by the Evergreen Line to shape growth over the next 20-25 years. As a result, we are updating the Citywide Official Community Plan in this area based on the recent TDS. See Plan Area map to the right.
Plan Update Status
The Phase 2 public consultation for the Burquitlam-Lougheed Neighbourhood Plan (BLNP) is now complete and involved obtaining community input on proposed draft land use concepts for specific BLNP Sub-Areas. This process included multiple components and resulted in over 1,000 participant interactions. That feedback was used to prepare the preliminary land use direction for the entire plan area. The preliminary land use direction reflects key planning and site servicing principles, built form and land use transition considerations, and amenity provision concepts.
We are working to finalize the preferred land use direction for the entire plan area and will prepare the supporting policies, including the urban design, transportation, parking management, and parks and amenities approaches. Together those elements will form the basis for the draft neighbourhood plan. Once the draft neighbourhood plan is developed it will be presented to Council for review.
A third round (Phase 3) of public consultation will be held this fall, including public open house(s), to present the draft plan, including any proposed park changes, for public review and comment. With this anticipated schedule, the Burquitlam-Lougheed Neighbourhood Plan project will be ready for Council consideration of adoption in early 2017
