Special Plans and Projects - Maillardville Neighbourhood Centre Update

In 2008 Coquitlam City Council adopted new policy, regulations and design guidelines in response to the City’s and the community’s continued efforts to foster revitalization of Maillardville’s historic commercial core.

The revitalization effort in Maillardville’s commercial core began over twenty years ago with Council’s adoption of the 1985 Maillardville Downtown Revitalization Report.  That report formed the basis for the City’s first Neighbourhood Plan, adopted by Council in 1989.
The vision for Maillardville’s Neighbourhood Centre is that of a thriving and vibrant pedestrian-oriented Francophone urban village.

The updated objectives include the following:

  • To encourage the redevelopment and revitalization of the Maillardville commercial area and to strengthen the area as a neighbourhood centre;
  • To provide for an integrated design theme which establishes a distinct identity to the Maillardville commercial area;
  • To ensure compatible relationships between development in the Neighbourhood Centre and between the Centre and adjacent residential areas;
  • To enhance the local transportation system, while improving the commercial function of Brunette Avenue;
  • To encourage a good living and working environment in the area;
  • To recognize the role of Maillardville as a visible "gateway" to Coquitlam
  • To promote continuous commercial storefront facades along the north and south sides of Brunette Avenue in the core of Maillardville; and
  • To enhance the character of Brunette Avenue and a portion of Lougheed Highway as a pedestrian-oriented commercial/residential corridor.

New Land Use Plan

A New Land Use Plan for the Maillardville Neighbourhood Centre and associated illustrations indicate the conceptual locations and forms of buildings, public spaces, street curb lines, and street trees. The key elements of the updated Land Use Plan for the commercial mixed-use core include the following:

  • High-Density Mixed-Use Development focused on Brunette Avenue, west of LeBleu Street;
  • Medium-Density Mixed-Use Development focused on Brunette Avenue, east of LeBleu Street;
  • Improving Housing Diversity, types and price ranges;
  • Signature Flat-Iron Buildings at key intersections;
  • Building Height Limits to preserve views.
  • Retail Focus on Brunette Avenue;
  • Network of Urban Open Spaces Connected by Improved Streetscapes and Public Pedestrian Pathways;
  • Pedestrian oriented streets and intersections;
  • Expanded Boundaries of Neighbourhood Centre.
