Coquitlam Expanding Community Amenity Contribution Program

COQUITLAM, BC, June 28, 2016 – Coquitlam is expanding its Community Amenity Contribution (CAC) program, making it city-wide for all new residential development that requires rezoning. The expansion of the program will begin on October 1, 2016.

The CAC program expansion will help fund the capital cost of new parks, and recreation and cultural facilities to ensure these community amenities keep pace with the City’s population growth. The previous model of the CAC program only applied in the Burquitlam-Lougheed transit corridor, where it is being used to help fund a new community centre proposed for that area.

As part of considering the city-wide expansion of the CAC program, the City sought input on the proposed changes. Feedback from the public and the development community was generally supportive for predictable, consistent contribution amounts across Coquitlam. 

Introduced to ensure that new development supports the provision of new amenities for the community, CACs are a voluntary financial contribution made by an applicant to a municipality at the time of rezoning of a property. The CAC program does not apply to commercial, industrial or institutional development.  

Many Metro Vancouver municipalities have CAC programs, each of which varies in how it is applied. The CAC rates for Coquitlam are:

  • $32.29 per sq. m. ($3.00 per sq. ft.) for new multifamily residential floorspace;
  • $5,500 for large one-family lots equal to or greater than 375 sq.m. (4,037 sq. ft.);
  • $4,800 for small one-family lots less than 375 sq. m.
