Project Update

The Maillardville Neighbourhood Plan was adopted by council on Tuesday, April 1, 2014. Citywide Official Community Plan Amendment Bylaw 4465, 2014 included the Neighbourhood Plan and associated Development Permit Area Guidelines as well as minor  corresponding amendments to the Southwest Coquitlam Area Plan and the Lougheed Neighbourhood Plan.

On this same evening as the Public Hearing – March 31, 2014 – Council will also receive comments on the proposed Maillardville Streetscape Guidelines. These Guidelines, which do not form a part of the OCP Amendment Bylaw, are an important tool to direct the creation of pedestrian-friendly, heritage-inspired streetscapes that reflect Maillardville’s history and enhance its unique character. Once complete, the Guidelines will be a key Plan implementation item. The Guidelines will be made available at the Public Hearing in order to receive public feedback on them before they are refined and brought back to Council for adoption at a later date, separate from the Bylaw.

Project Overview

The Maillardville Neighbourhood Plan update provides a contemporary vision for new growth and reinvestment in the City’s most historic neighbourhood. This update strengthens the original Maillardville Neighbourhood Plan and calls for a walkable, highly livable neighbourhood that celebrates its rich heritage values, features a high-density mixed use Neighbourhood Centre, unique residential districts, new commercial and growth opportunities and a variety of recreational and cultural activities.

Where is Maillardville?

The map below shows the boundaries of the Study Area for the Maillardville Neighbourhood Plan Update process.

It is important to note that the boundaries of a Neighbourhood Plan take into account many variables.  Neighbourhood plan boundaries are also informed by the need for a reasonable size (not too big; not too small), natural and built environments, public thoroughfares, topography, existing neighbourhood plan boundaries and other such characteristics of an area.

What will the Update Achieve?

The updated Maillardville Neighbourhood Plan will outline a vision for the area that will help guide change over the next 20 years for this important community of Coquitlam.  The planning process provides an opportunity for the community to explore and focus on:

  • The creation of a range of housing choices that will be needed now and in the future to address local housing issues such as affordability and choice;
  • The provision of more transportation choices. Making transit, walking and cycling easier;
  • The continued development of Maillardville into a vibrant, complete neighbourhood that meets the everyday needs of local residents;
  • The enhancement of the capability and attractiveness of Maillardville’s employment areas to create more jobs for Coquitlam residents;
  • New opportunities to enhance parks and natural spaces.

Public Open House #4 held June 27, 2013

The final Public Open House was held on June 27, 2013 and presented the draft Maillardville Plan, and gave residents the opportunity to provide feedback on the Plan before it is sent to Council.

The Maillardville Plan is a roadmap for future neighbourhood development and revitalization, guiding growth and re-investment over the next 20 to 25 years.

Public Open House #3 (Wednesday, May 23, 2012)

The 3rd Public Open House was held on Wednesday, May 23rd, and was attended by more than 150 people.  Topics of discussion included housing choices options, new medium density housing areas, urban design guidelines and streetscape standards, parks and recreation experiences, integrated watershed management planning and heritage directions.
