Special Plans and Projects - Community GHG Reduction Strategy

Project Overview

In 2008, the Provincial Government enacted Bill 27 Local Government (Green Communities) Statutes Amendment Act requiring all local governments in British Columbia to incorporate community greenhouse gas (GHG) reduction targets in their Official Community Plans.

In response to this legislation, and to strengthen the City's response to climate change, Coquitlam developed a Community Greenhouse Gas Reduction Strategy. This initiative builds on the City's existing Corporate Climate Action Plan and looks at opportunities to reduce energy use and greenhouse gas emissions across the broader community.


Community GHG Reduction Strategy (March 2012)

On March 26, 2012 Council supported Coquitlam's Community Greenhouse Gas Reduction Strategy.  The full document can be viewed through the following link:

In 2010, the City integrated community greenhouse gas (GHG) reduction targets into Coquitlam's Official Community Plan.  The Community GHG Strategy builds on community input, analysis and background of the 2010 OCP amendment process and strengthens guidance for more detailed planning and policy development moving forward.  Importantly, the Strategy also sets up a framework to monitor strategy actions and key indicators of progress.

Key Project Milestones

Phase One: Analyzing the Situation in Coquitlam

Phase One analyzed a range of information related to existing land use, solid waste, buildings, and transportation patterns. This analysis provides a solid foundation for understanding Coquitlam's current community GHG emissions context and supports exploration of opportunities and challenges for reducing GHG emissions moving forward.

Phase Two: Exploring Options

Phase Two involved scenario development to understand the potential impact of existing policies on GHG emissions and the potential implications of a range of new high level strategic actions.

Phase Three: Defining a Path

This phase determined GHG reduction targets and further defined high level policies and actions with respect to achieving those targets. Two key components of this phase included:

  • May 2010 - OCP Amendment: Council adopted an Official Community Plan Amendment to incorporate GHG reduction targets, policies and actions in May 2010. 
  • 2011/12 - Prepare the Community Greenhouse Gas Reduction Strategy document to coordinate City efforts, guide next steps and establish a framework for monitoring progress.
